Your First Warrenville City Council Meeting: When, Where, and How to Speak Up

Most of us know the Warrenville City Council exists. Fewer of us have ever sat in on a meeting, and it is easier than you might think. If you have ever wondered who decided on a new sidewalk, a street project, or next year's budget, this is where those decisions get made, in a room you are welcome to walk into. Here is a plain-English guide to how it works, based on the City's own pages.

When and where the Council meets

According to the City Council Meetings page, the Council meets on the first and third Monday of every month at 6:30 PM, and that is where it takes official action. Meetings are held in the Council Chambers at City Hall, 28W701 Stafford Place. This month that means Monday, November 2, and then the third Monday, November 16. Holidays and schedule changes do happen, so check the City calendar before you go.

Read the agenda first

Every meeting has a posted agenda, and it is the best way to know whether tonight's topics matter to you. You will find agendas and minutes (the official record of what was decided) in the City's Agenda Center. Skim the agenda a few days ahead and you will know what is coming.

One term worth knowing is the consent agenda. Routine items can be grouped together and approved with a single motion, unless a Council member asks to pull one out for its own discussion. The City also notes that residents can petition in writing to have an item removed from the consent agenda.

Watching from home

For the November 2 meeting, the City says the public may watch on its official YouTube channel. The City describes remote access as viewing only, and it says public comment will only be available in person. If staying home is your plan, check the meeting's listing on the City calendar for the current viewing details, since they can change from meeting to meeting.

How to speak up

Anyone can speak at a City Council meeting, and you do not have to wait for an agenda item that matches your topic. Here is how the City describes the process:

  • Fill out a Citizen Comments form just before the meeting starts and hand it to the City Clerk. The form is linked on the City Council Meetings page.
  • Each speaker gets three minutes.
  • When your turn comes, step to the podium, use the microphone, and state your full name for the minutes.
  • The Council does not usually respond during the meeting. If you want an answer, put your question and your contact information on the form.

You can also hold your comment until a specific agenda item comes up, if that fits better.

A few tips if it is your first time

Arrive a little early so you can find a seat and get your form in on time. Write down your main point in a sentence or two, because three minutes goes quickly. Be specific about what you are asking for, and be kind. A neighbor who is polite and prepared gets listened to.

Other meetings worth knowing about

The Council is not the only public body that matters. The library board and several city commissions also meet in public, and our City Hall page and events calendar list the upcoming dates. One that is coming up: a Truth in Taxation public hearing at the Warrenville Public Library on Wednesday, November 18, at 7:00 PM, per the library's events listing. It is a chance to hear how local property tax levies are being set.

Local government runs better when neighbors show up, even occasionally. Confirm the date and time before you go, since agendas and schedules can shift. And if you have just voted on November 3, our voting guide covers the rest of the civic calendar. This site is brought to you by founding sponsor Sound & Fury Print Shop.
